Key facts

  • The main engine failed to respond to astern orders during the berth approach. (KNKT, pp. 7–8)
  • Gantry crane No. 03 collapsed onto trucks and containers. (KNKT, pp. 8–10)
  • Soul of Luck contacted Ceria 8, which then struck Heng Xin. (KNKT, pp. 9–10)
  • One truck driver suffered a minor injury, received hospital treatment and went home; no fatalities were reported. (KNKT, p. 10)
  • KNKT found that the malfunction occurred too close to the wharf for effective recovery. (KNKT, p. 51)

Narrative

Soul of Luck approached Tanjung Emas with a pilot and assistance from Jayanegara 304 forward and Jayanegara 201 aft. When the master ordered astern power, the engine-control system failed to respond. Repeated attempts could produce ahead rotation but could not reverse the engine. The pilot ordered the forward tug to push and the aft tug to pull. As the forward tug approached the wharf, it withdrew from the ship's side. (KNKT, pp. 7–8)

The ship's bow struck gantry crane No. 03, which collapsed. Soul of Luck continued into Ceria 8, severing that vessel's mooring lines and dragging it towards Heng Xin. Ceria 8's stern then contacted the tanker's forward railing. The ships sustained hull or railing damage, and the collapsed crane damaged trucks and containers. Soul of Luck completed berthing at about 17:39 local. KNKT reported that port services returned to normal within three hours. (KNKT, pp. 8–11)

Investigation

KNKT issued final report KNKT.19.07.16.03 in 2021. Its recommendations addressed machinery maintenance, emergency procedures, bridge coordination and pilotage/towage oversight. The final report establishes the mechanism beyond the early press focus on the assist tug. No verified monetary loss or missing-person count is specified here. (KNKT, pp. 51–55)
